Completed, under construction, or presale

A completed new home behaves most like a resale purchase: you can walk it, inspect it, and close on a date you can plan around. A home still under construction adds completion-date risk and limits what you can see. A presale or pre-construction purchase is a commitment to buy something that does not exist yet, usually under the developer’s own contract and disclosure statement.

The contract is the product

On a resale purchase the standard contract does much of the work. On a new build the builder or developer often supplies their own agreement, addenda, selections sheets and — for strata developments — a disclosure statement. Completion mechanics, permitted changes to the plans, deposit terms, remedies for delay and any assignment rights all live in those documents.

Which stage you are buying

Finished and occupiable, under construction with an expected completion, or presale. This single answer drives the contract, the deposit structure, the financing plan and how much you can actually verify before closing.

Contract and disclosure package

Builder or developer agreements replace the familiar resale form. Read the addenda, selections and — for strata — the disclosure statement and amendments, with your own lawyer, before signing.

What the price includes

Appliances, window coverings, landscaping and fencing, parking and storage, EV capacity, air conditioning and upgrade selections. Display homes and renderings often show items that are not in the base price. Get inclusions in writing.

Timing and delay terms

Expected completion, notice and extension provisions, any outside date, and what happens if the date moves. Plan your financing, housing and moving around the possibility of delay.

Warranty status of the specific home

Where warranty applies, confirm enrolment, provider, commencement dates and coverage scope in writing. Verify with BC Housing rather than relying on a general description.

GST and closing costs

GST can apply to new residential construction, and rebate eligibility depends on current rules and your circumstances. Check whether the price includes GST, and confirm treatment with CRA and your accountant.

Financing at a later completion

Rates, lender policy, appraised value and your own situation can change between signing and closing. Confirm early with a lender or broker what they require for new construction and presale purchases.

Plans versus finished product

Measurement standards vary, layouts change during construction, and renderings are marketing. Ask what variance the contract permits, and verify the finished home.

Due diligence

Due diligence on a new construction purchase

Buying new shifts most of the work from negotiation to verification: what stage the home is at, what the contract obliges both sides to, how tax and warranty apply to this specific home, and what is genuinely included. Sequence that work before an offer is written, not after.

Independent legal review of everything

The builder or developer contract, addenda, selections and any disclosure statement and amendments — reviewed by your own lawyer. Deposits, delay, changes to plans, remedies and assignment terms are all contract questions we cannot answer for you.

GST confirmed with CRA and your accountant

Establish whether GST applies to the purchase, whether the price is quoted with or without it, and whether any rebate is available in your circumstances. Rules change; verify current requirements rather than relying on a general summary.

Warranty enrolment and coverage verified

For the specific home, confirm enrolment status, the warranty provider, coverage commencement dates and what is covered, in writing. Verify with BC Housing. Warranty is not a substitute for inspection.

Independent inspection and deficiency list

Book your own inspection, and treat the pre-occupancy walkthrough seriously: photograph everything, list incomplete and defective items against the contract and plans, and get the list signed, dated and scheduled for correction.

Strata documents where applicable

Disclosure statement and amendments, proposed budget and estimated fees, bylaws and restrictions, parking and storage allocation, common and limited common property, and — in phased developments — what remains to be built.

Financing, appraisal and insurance in writing

Confirm lender requirements for new construction, how long any rate hold runs, and what is needed at completion. Get a written insurance quote for the specific address. We do not quote rates, lender policy or premiums.
